Introduction

“In his review of the Criminal Courts, Lord Justice Auld, recommended that the original MNTI 2 scheme should be refined in order to provide a less complex, weighted set of competences for magistrates, supported by clear national standards. He also recommended that the JSB establish systems to ensure that the appraisal of magistrates takes place in a timely and effective manner across the country.

In response to this, the JSB Magisterial Committee, in consultation with the Magistrates’ Association, the Justices’ Clerks Society, the Association of Justices’ Chief Executives, the Central Council of MCCs and Bench Training and Development Committees began the process of refining the MNTI 1 competence framework, training and appraisal scheme. The MNTI 2 scheme is the product of that exercise.

The aim of the project has been to build on the many examples of good practice from within the Magistrates’ Courts Service to develop a scheme that supports the learning and development of magistrates, that is effective in maintaining the standard of competence of the Bench and is consistently implemented throughout England and Wales”.
